UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new poll of local authorities, UK councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to balance the books.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling playing fields and land to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of authorities attempting to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Cases of Proposed Disposals

One local authority in Kent announced its property management strategy featured the disposal of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for the authority, will also be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Pressures

This research of councils in the coalition, which includes several urban centers, further found that more than 70% of councils will need to increase council taxes next spring to address the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to deliver both better provisions and financial savings,” said Vince Maple.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of regional authorities recently further found council budgets being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those changes has been postponed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (IMD) covering English councils, several key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest IMD measures,” said the report.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, cities are far more likely to be in the most deprived fifth of England. The figures underscores the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the actual extent of deprivation and need,” stated a council leader.

“Lacking this, councils will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the last year, the survey revealed.
